If your local league is being run by a City Parks & Rec Department, the fees are at the mercy pretty much of the City Council. City of Vancouver, for example, has been told that they will receive no subsidies and must operate at minimum a break-even off of strictly the fees they generate in their program. NONE of the "taxes" you pay go to fund the Adult softball program in City of Vancouver is what that means.

OK, now let's look at it with that angle...

Adult softball program has fixed costs (i.e. personnel costs for their staff, building rent and utilities on the office space they occupy, etc.). Then you have their variable costs (i.e. utility bills for the parks, umpires, game balls, trophies/awards, league champion shirts, tournament champion and all-star shirts, etc.). When you calculate fees for the new season, you have to project volume and then divide your projected costs by that volume. This gives you the fees to charge. If volume goes down and they can no longer reduce costs any further, prices go up...the City Council forces them to charge fees that will cover all program costs.

I know for a fact that the Parks & Rec program at Vancouver would prefer to have fees lower than they are. Their have no choice in the matter.
